Downers Grove Panther Jr. Football

The Panther organization is part of the Bill George Youth Football League
which consists of teams located in the western suburbs of Chicago. While the Panther Organization
does have some rules and regulations specific to its teams, coaches, and fans - we are also
under obligation to follow all Bill George rules as well.
The Bill George ByLaws are the official rules all teams in the league are bound to abide.

2009 New Striper Rule
Striper Rule-
A Striper shall be identified by affixing a stripe of contrasting color to the front and back of the players helmet. All Stripers must be defined no later than week two of the BGYFL regular season and will be designated as such on the final team roster. Once a player is designated a Striper, that player shall remain a Striper for the balance of the BGYFL regular season and post season playoffs. Weekly growth allowance for Stripers follows the same guidelines as for non- stripers.
On offense, a Striper must play an interior line position from tackle to tackle within the Free Blocking Zone (IHSA rules) in a three (3) or four (4) point stance. Since a Striper is not an eligible receiver, he need not be covered. On defense, a Striper is restricted to line positions, must line up in a three (3) or four (4) point stance and must take a forward charge at the snap of the football. A Striper may not drop back from the line of scrimmage or stunt to an outside position and cannot line up more than one yard outside of the offensive tackle. At no time may a Striper advance the football and if a Striper ever gains possession of the football the play shall immediately be blown dead. Stripers shall not be allowed to punt or kick.

Zero Tolerance:
|
There is NO ALCOHOL and/or ILLEGAL DRUGS
allowed on any premises where Panther Jr. Football League functions are held
including game or practice fields and their parking lots.
Any infraction of this rule will result in the Panthers being
accessed a $250 fine for the 1st offense, $500 for the 2nd
offense and probation and loss of franchise voting privileges for 1 year; 3rd
offense results in dismissal from the Bill George Youth Football League.

Sportsmanship:
|
Disrespect to the Referees and/or Coaches or any un-sportsman like conduct will not be
allowed. The Head Coach is responsible for the actions of the coaches, the players, the cheerleaders,
parents and fans. If a person does not comply with these rules they may be asked to leave the game and
even the premises. The police may be called depending on the severity of the problem.

Parental Responsibility:
|
Parents must make arrangements for their child to be dropped off and picked up on
time for all practices and games. They are also responsible for returning to the
field to pick up their children if a game or practice is cancelled for any reason.

Weather Variability:
|
Panther Jr. Football practices and plays game in the rain. The only time a game or
practice will be cancelled is if there is any lightning or the Park District
shuts down the field. Any other cancellation is at the discretion of the
Head coaches or the league presidents.

Field Conduct:
|
In past seasons there have been several situations leading to concerns both on and
off the fields. The Panther Jr. Football League enforces Zero Tolerance
which means we must maintain good sportsmanship.
This includes but is not limited to:
- No yelling at the referees for any reason
- No yelling at the coaches
- No shouting out to the players or cheerleaders
- No yelling at the volunteer field personnel (scoreboard, chain gang,
etc.)
- No cursing or use of any inappropriate language
- No use of alcohol/illegal drugs
- No smoking on the field
- No crossing the rope surrounding the field unless specifically told to do
so by coaches or officials
Remember that we are all here for the kids. Our actions on the sidelines can impact on the way our players will act
on the field.
Head Coaches are held responsible for the actions of the other coaches, the players
and anyone on the sidelines. This is a lot of responsibility for the Head Coach.
Handling these problems unnecessarily takes time and concentration away from the
players and the game being played.
The Referees take these Zero Tolerance Rules very seriously. If a Referee decides that the
sidelines are not under control, the Head Coach can and will be ejected from the
game and suspended for a week of practice and the next game.
